"blowing up puppies"...the movie

i have this idea for a movie...the president of the united states gets a brain tumor and decrees that there is a one hundred dollar bounty for every puppy that is blown up...next scene...just about everyone is blowing up puppies...except for a small minority...who are seen as rebels and trouble makers...they are not only killed...but tortured as an example for the entire world to see...the violence escalates...meanwhile...some dumb idiot...stole and blew up a puppy who was a pet to the one and only...godzilla .
